America has the highest number of people incarcerated in the world. More than 22,000 Hoosiers were arrested in Indiana last year, at a great cost to taxpayers. Furthermore despite roughly equal usage rates, Black Hoosiers are 3.73 times more likely than white Hoosiers to be arrested for simple marijuana possession.
